ABSTRACT

Under the background of major innovations and changes in international pharmaceutical technology, the continuous development of informatization and digitalization of drug R & D, technology, and the COVID-19 pandemic, the European Commission (EC) issued the pharmaceutical Strategy for Europe (PSE) at the end of 2020 in order to meet the unfinished clinical needs, stimulate industry innovation, enhance the adaptability of the regulatory system, and consolidate the international status of the EC drug regulatory system. PSE is regarded as the "cornerstone" of European health policy in the next five years, which has important guiding significance for the development and management of European pharmaceutical industry. This paper combs and analyzes the background, development strategic objectives and specific measures of PSE, and puts forward policy suggestions in combination with the actual work of China's epidemic prevention and control and industry development, pharmaceutical scientific supervision and encouraging innovation.Copyright © 2022 by the Author(s).

ABSTRACT

The COVID-19 pandemic, in the current conditions of globalization challenges, turned out to be one of the general reasons for a significant decrease in the level of economic security of economic systems, including at the level of companies. This updates the issue of guaranteeing the economic security of companies. The study aims to develop the conceptual and methodological foundations of the innovative and investment provision of the economic security of companies in the conditions of the challenges of COVID-19. The methodological principles of innovative and informative provision of the economic security of companies are based on a systemic approach, which allows considering the company as an open system in which economic security is one of the determining subsystems. It has been shown that the economic security of the company must ensure the achievement of the socio-economic goals set for the company in the conditions of the challenges of the COVID-19 pandemic, protecting the company from adverse factors and the negative impact of internal and external changes. It is emphasized that innovation is a determining factor of the economic development of the company, and therefore of economic security. The staggering of systematic steps to make management decisions is suggested to ensure the economic security of the company in the conditions of the challenges of COVID-19.

ABSTRACT

The spread of digital technologies is changing modern society and production. Workers with special knowledge are becoming in demand, new jobs are emerging, and the production infrastructure is changing. Rural areas, in comparison with urban areas, use IT to a lesser extent. On the one hand, this hinders the spread of innovations, and on the other, it is due to the specifics of the village. There are factors that hold back the spread of digital technologies in rural areas. Such factors include a lack of specialists, a decrease in agricultural production, and so on. About 15% of rural residents do not want to use means of communication, because "there is no need”. Agricultural organizations are very little provided with digital communication facilities. Restrictions due to the COVID virus have shown that it is necessary to diversify production in order to maintain market positions. Digitalization of production allows to reduce risks, as well as production costs. New technologies allow solving issues faster and are limited to the region. ABSTRACT

Under the dual influence of the rapid development of education informatization and the severe impact of COVID-19, online training has become a normal way of professional learning for teachers. Teaching presence and learning engagement, as important factors affecting learning effect, have received extensive attention from educational researchers and practitioners. Based on a teacher education MOOC, this study conducted a questionnaire survey on 169 rural teachers who participated in this MOOC, and explored the relationship and mechanism of teaching presence, learning motivation and learning engagement perceived by rural teachers. This study found that there was a significant positive correlation between teaching presence, learning motivation, and learning engagement, and learning motivation played a partial mediating role in teaching presence and learning engagement. In the following MOOCs for teacher education, MOOC designers should enhance the sense of teaching presence from three aspects: learning design, learning organization, and learning intervention, and stimulate the learning motivation of rural teachers, so as to achieve the occurrence of deep online learning for rural teachers. © 2022 ACM.

ABSTRACT

Since the outbreak of the novel coronavirus at the end of 19, the competition among SMEs has become increasingly fierce. Based on their traditional management model and low level of informatization, SMEs have poor ability to cope with the impact of the epidemic and cannot quickly meet the new needs of target customers and new market opportunities. In the context of the impact of the epidemic situation, small and medium-sized enterprises need to optimize the inventory management system by introducing computer technology, use big data analysis technology to adapt to market demand, reduce the problem of enterprise inventory backlog, improve the efficiency of enterprise resource allocation, and maximize the avoidance of resource mismatch. This paper uses Java EE programming technology and the Spring Boot framework to design an enterprise inventory management system, which can comprehensively and directly display the enterprise inventory management situation, achieve data recording, storage, and modification. At the same time, it uses enterprise inventory management data to achieve the portrait analysis of target users, improve the efficiency of enterprise inventory management, optimize the enterprise management system, and quickly meet the new needs of customers. © 2022 Association for Computing Machinery.

ABSTRACT

Information technology (IT) has enabled the initiation of an innovative healthcare system. An innovative healthcare system integrates new technologies such as cloud computing, the internet of things, and artificial intelligence (AI), to transform the healthcare to be more efficient, more convenient and more personalized. This review aims to identify the key technologies that will help to support an innovative healthcare system. A case study approach was used in this research analysis to enable a researcher to closely analyze the data in a particular context. It presents a case study of the coronavirus (COVID-19) as a means of exploring the use of advanced technologies in an innovative healthcare system to help address a worldwide health crisis. An innovative healthcare system can help to promote better patient self-management, reduce costs, relieve staff pressures, help with resource and knowledge management, and improve the patient experience. An innovative healthcare system can reduce the expense and time for research, and increase the overall efficacy of the research. Overall, this research identifies how innovative technologies can improve the performance of the healthcare system. Advanced technologies can assist with pandemic control and can help in the recognition of the virus, clinical treatment, medical protection, intelligent diagnosis, and outbreak analysis. The review provides an analysis of the future prospects of an innovative healthcare system.

ABSTRACT

Covid-19 has undeniably accelerated the process of world education informatization. How to evaluate result of On-line Teaching through scientific and effective means is an important issue in the development of on-line education. On the "JZ on-line"platform, this paper constructs an On-line Teaching Appraisal system of vocational education based on convolutional neural network algorithm, which mainly includes five parts: evaluation personnel management, evaluation index management, On-line Teaching evaluation, evaluation content and evaluation result analysis. Based on the content of an indicator Appraisal system of On-line Teaching, a convolution neural network On-line Teaching evaluation model is constructed. Through the analysis of the data results of the system test, the system can obtain scientific and objective On-line Teaching evaluation results, and can put forward teaching problems and suggestions. It can also further analyze the distribution of different disciplines, different majors and different courses in the overall On-line Teaching evaluation. The system error is small and the precision is high, which is helpful to improve the quality of on-line course construction and the professional quality of teachers' educational technology. © 2022 ACM.

The outbreak of COVID-19 has accelerated the development of artificial intelligence and promoted the method of online teaching. In the post-pandemic era, modern information technology and teaching represented by artificial intelligence are increasingly converging, and they are also facing increasing difficulties and challenges. For example, the educational concept lags behind the technology development, the information literacy of teachers and students needs to be improved, and the humanistic emotional exchange in the information-based classroom is not enough. ABSTRACT

With the popularization and application of Internet technology in teaching and the exploration and practice of online teaching during the period of COVID-19, information-based teaching reform has become one of the effective ways to improve the teaching quality of colleges and universities. This paper analyzes the exploration and research on the information-based teaching reform of International Finance course in the Post-Epidemic Period by using the 'Student-Centered Learning' (SCL) concept and relying on the superstar Learning platform. Such corresponding measures are put forward as deconstructing and reconstructing the course content, designing task with difficulty-oriented, integrating ideological and education into the reform, and building a '341' teaching system. The reform has resulted in significant effect. Firstly, students are more enthusiastic about learning. Secondly, curriculum construction is more complete. The sudden outbreak of COVID-19 has greatly affected the development of all industries, and the development of many enterprises has been severely impacted. In the context of epidemic prevention and control, the Internet has brought new development space for enterprise marketing, so more and more enterprises begin to enter the field of online marketing. With the continuous progress of Internet technology and the deepening of informatization, China's big data industry has made qualitative progress. ABSTRACT

The outbreak of the COVID-19 pandemic accelerated trends toward introducing innovative digital tools tailor-made for various applications in medical care or public health. This chapter focuses on decision support systems as important examples of artificial intelligence tools with increasing popularity. Their potential to contribute to targeting measures adopted against the COVID-19 pandemic is discussed. In connection with applying artificial intelligence tools in healthcare, their ability to perform epidemic modeling or to contribute to targeting public health interventions is also discussed. The expected remarkable transforms of medical care, including its informatization, are described here by the concept of information-based medicine, which exceeds the limited prepandemic ideals of evidence-based medicine. With the advancement of global aging, the imbalance of informatization leads to the digital divide becoming more evident among the elderly. COVID-19 forces various information services to be transferred to the Internet. The elderly cannot fully integrate into Internet life due to physical and psychological factors, thus making it difficult to enjoy the convenient and efficient services brought by the Internet, which may lead to serious social problems. In recent years, the digital divide among the elderly has been widely concerned by researchers, and the related research publications are increasing. However, there is no review literature at present. This study aims to make a comprehensive and systematic bibliometric analysis of the research topics, including a co-word knowledge map and references co-citation network to focus on the knowledge evolution trend related to research directions of the topic. ABSTRACT

Purpose: The purpose of the study is to evaluate programs and measures of anti-crisis regulation. The viral factors of the crisis (COVID-19) will strengthen its economic consequences. The results and influencing factors of the current crisis will prove more difficult for the global economy and most of the national economies of the world. The consequences of the current crisis will be more devastating than after the global financial and economic crisis of 2008–2009, therefore, the process of eliminating these consequences will take some time. Design/methodology/approach: The article proposes methods and tools for developing the concept of anti-crisis socio-economic policy, which, firstly, would provide support to national companies, industries and citizens, and, secondly, would contribute to formation of a new business model aimed at the recovery growth of the economy. Findings: The paper identifies the main factors of the savings model of economic behavior of companies and households in conditions of uncertainty. A comparative characterization of new anti-crisis measures applied by governments of different countries with previous forms of harmonized global regulation of the economy was carried out. Originality/value: It was concluded that the main influence on the growth of imbalances is the restriction of demand and the reduction of production of products that are used for subsequent stages of production. To reduce global risks, it is important not only to provide classic financial support to national businesses, but also to create and organize effective cooperation between the fiscal and monetary authorities of developed countries. © 2022, The Author(s), under exclusive license to Springer Nature Switzerland AG.

ABSTRACT

Introduction. Prospects for the study of information culture in world science are associated with identifying the causes of information inequality and information poverty, solving the problems of information security and information trust, highlighting points of growth and detecting the negative effects of the development of the information society. The purpose of this study was to find barriers to the development of information culture and study the digital adaptation of older people (of the "silver" and "golden" age) against the backdrop of the COVID-19 crisis. Materials and methods. The survey involved 500 respondents aged "45+" from the Kostroma region (Russian Federation). The survey was conducted in a mixed format using a questionnaire developed by the authors: online survey (published at: http://webanketa.com/forms/6cr3cchh6cqkadb460rp6css/ (100 respondents)), as well as a personal survey method (f2f). Research results. Against the background of adaptation to life in the face of the COVID-19 pandemic, the surveyed individuals of the silver and golden age revealed the following manifestations of information culture: high coverage of gadget use, in particular, 95.3% of the respondents use a mobile phone, while 63.9% use a desktop computer (whereas only 18.2% think that gadgets distract from more important things). The growth trend of online shopping has been confirmed. More than half of the 45+ respondents in the Kostroma region use the services from the Russian Portal of State Services (59.2%). The vast majority of older respondents (86.3%) support the point of view that it is mandatory to comply with the rules of digital etiquette, and among the respondents of the golden age, the ethical requirements for Internet communication turned out to be more pronounced than among those of the silver age. The problematic areas of digital practices of older people, which increase the subjective barriers to their use, are associated with the search for the necessary, in particular, news information on the Internet (23.7%). Respondents also lack the skills of safe Internet communication (for example, reckless behavior with letters from strangers);61.6% of the respondents confirmed the desirability and necessity for themselves of digital educational sessions on digital literacy. Conclusion. Based on the literary material, the authors present an analysis of the terms that are in the semantic field of the concept of information culture, it is emphasized that in addition to the technological component of information culture and information literacy, a moral component is important. Against the background of a generally favorable picture of the adaptation of older people to the digital world, a request for educational programs on digital literacy, especially in the field of security, was identified. © 2022 LLC Ecological Help. Trade facilitation has been an inseparable topic in international trade since the adoption of the agreement in cross-border trade. Trade facilitation implementation has also shifted from trade informatization to trade intelligence and then to trade digitization. Furthermore, in the post-COVID-19 era, people are more aware that the future world will be digital. The research focuses on the use of legal informatics in cross-border trade digitization. The study will attempt to construct a system model that includes the core of HS Code automatic compliance translation as well as the functions of automatic production, translation, sharing, and intelligent pre-review of legal texts at various ports. To reduce the implementation cost of cross-border trade digitization and improve customs clearance efficiency, attempt to understand, and process legal texts with informatization and intelligence, including the processing and reprocessing of legal data. © 2022 IEEE.

ABSTRACT

The economy of any developed country is traditionally based on backbone industries, and the role of transport in jointly related industries is key in this list. The state of transport and transport infrastructure is a factor sign that affects many sectors of the national economy. The problems that have affected many areas of the economy have not spared the transport industry. The positive growth trends that the industry has shown in recent years (2018-2019) have been replaced by volatile and negative trends, as the industry has been one of the most affected by numerous restrictions on work in the COVID-19 pandemic (2020 and 2021). The article presents some statistical indicators characterizing transport activities and transport infrastructure. The article also presents an analysis of digital transformation (DT) in a number of areas of the economy, including transport, transport and road infrastructure, taking into account current trends in public administration. The relevance of DT is confirmed by profound changes taking place in all sectors of the economy and society, as a result of the introduction and integration of digital technologies into all aspects of human life. Digital technologies have an increasing impact on the way of life, work, communication and social interaction of an increasing part of the population, which cannot affect the methods of public administration in the economy, including transport. DT is expected to become a strategic vector of economic development over the coming years, and there is a significant need to be able to identify and address current and future problems for the economy and society. Due to the very wide range of interrelated areas that need to be considered when analyzing DT, an interdisciplinary approach was adopted to prepare this article, taking into account trends in areas related to transport, and it concludes with further directions for transport policy and research prospects. Regulation, including government regulation, is growing rapidly all over the world, and, accordingly, the requirements for compliance with the established rules are increasing, as is a priority task of government bodies " [1]. The study of the foundations of foreign experience contributes to the analysis of the possibility of applying the most successful foreign practices in domestic conditions. Digital transformation (DT) can also have a synergistic effect on all transport, as it saves financial resources and can maintain optimal system performance in all key areas of transport infrastructure.
